NATO came into existence when the United States joined with the European countries who had signed the Treaty of Brussels in 1948 to sign the North Atlantic Treaty in 1949 in Washington D.C which is the capital of the United States.

So you've got a fair bit wrong to begin with. Also, the Soviet Union no longer exists so it's only natural that the organisation's remit is going to evolve as history unfolds.
