    Do Apps have to be linked to a website or can they act as a stand alone tool?

    An application is just software, like any other programme on your PC.

    Think about the standard apps that come with a phone — Calculator, Calendar, Stopwatch, Alarm Clock, Phone Book. Even the ones that are data-driven don't need to be linked to a site if you can get that information someplace else, e.g. Maps (location from GPS and the map data itself stored on the phone), Radio/Media Player, Camera, etc.
