Business type and processing time for start Up Entrepreneur Programme

Is export trading business to be started by non-EU person possibility eligible to apply for this new program "start Up Entrepreneur Programme"? How long will be one application processing time if all documents are provided as the Irish government needs?

You'll probably have to ask them directly for specific information like this.

That said, export businesses are very much appreciated so there's a good chance the state agencies would be interested.
