I am looking for a recommendation for a company that develop facebooks apps, preferably in Dublin. Would any of ye know if the facebook app developer has to be from a facebook approved list of developers in order for the 'contest' to fulfill facebooks terms?

Quick answer, surprised no one got back to you - no, they don't. It's more around what your app is doing that'll get you on trouble for T&CS.
