Is eircom actually providing new VDSL and FTTH Fibre products at present

Or are they completely off the market to new users pending an upgrade to the Wholesale Portal and the release of the non pilot Fibre/VDSL rollout phases due next year according to eircom. I am aware that current VDSL and Fibre customers in Dublin and Wexford are not affected.
