Flaking Pebbledash

Hi, Finally getting around to the outside of the house. The pebbledash is loose and beyond saving. It comes off very easy. The surface underneath is sound but a bit chalky. What's the best finish to apply over ? I'm looking for a finish that does require painting and the current dash is about 8-12mm Will post pIc tomorrow…
