Camera/Electronics shops you see specifically in Tourist areas?

Can someone tell me what the story is with the Camera/Electronics shops that you see in holiday destinations the world over? I.e. china town (insert American City here)/The grand Canaria.

You know the ones that sell everything from leather wallets to Cameras? Everything is open to haggle but the prices just seem to be too good to be true!

I was in one recently looking at a Nikon 5100 for 400. I was sorely tempted, but like I said too good to be true.

What I can't understand is, if it's some sort of scam why aren't they shut down, and if it's not how can the offer such good prices compared to main stream shops?

There's no VAT in the Canary Islands, so that at least accounts for some of the low prices on such things over there.

I am aware of that, and was actually disappointed with the prices in branded camera shops while over over there, which seemed to be far higher than "these" types of shops....
