UPC 60MB, not really !!!!

Is UPC 60Mb broadband really that speed. I did a speed test on mine. On UPC's test it registers at 53 On any others never over 30mb. I want to upgrade to HD sports and that requires another 10 euro. Even though I'm already paying for sky sports, and HD!!! Just wondering can I get them to turn down my broadband to avail of…
