Need help with my beagle puppy

He's 3 months now and I fear I'm losing control of him. His biggest problem is biting. Even if I say no he'll stop, but do it again straight away. I've tried saying ow, but it doesn't work. How do I get it out of him? He doesn't let you pet his head either cause he thinks I'm playing
