How/When do we get rid of ivy that is growing up through a cherry blossom tree?

cut through the ivy stem at the base of the tree (careful not to cut through the bark of the tree, use a hand saw not a chainsaw) and remove a length of about a foot of the ivy (as it can reconnect). Remove from tree or just allow to dry up and blow away.
