Recycling (fauxcycling)?

Just curious, does Dublin have a working recycling centre for paper waste? I was told that it does not currently and the recycling we do in our homes is just in preparation for when we get such facilities available. This can't be true, is it?

The recycling is sent abroad, to Germany as far as I know.
