Is there a good App for Android, PC or iPad that would teach a child the basics of programming / scripting (BASH or PEARL) in an engaging fun way?

    have a look at Scratch - http://scratch.mit.edu/
And its close relation eToys http://www.squeakland.org/about/intro/
both developed in squeak which is an open source smalltalk.

Greenfoot and BlueJ are beginner Java environments.

In a similar vein, Robocode is a programming game (Java or .NET) where you can develop a tank to fight against other tanks.

I'm guessing from the two responses, 5 is a little young for this stuff... I thought there might be an Android App, so I could get a cheap kids tablet with keyboard and just put the one App on it and let the kids learn through play and then be about 10 years ahead of the herd!!
