UPC (Switzerland) problem with connection

Hi,

I have been having trouble with my internet connection for several days now, the speed is varying widely (upload anything between 0 and spec of 2500kbit), ping as well (up to several seconds). I had the "help"line but up to now not very helpful. It looks like the transfer 'bursts' and then stops, impossible to download or upload larger files, dropbox doesn't synchronise (2 images of a few MB).
My modem is a Scientific Atlanta EPC2203 v202r1262-080915-sip and currently it has:

I have of course switched off, and done a few resets on the modem, connected it directly to the PC with an ethernet cable, unplugged and repluged the coax cable.

Any ideas?

do the stats vary much from second to second or even every 10 minutes? I noticed a modem which gave similar error messages also had strongly fluctuating upstream power levels. You wouldn't notice this unless you refreshed the page on an ongoing basis.

Do you get any TV off UPC? Are there any signs of picture breakup or pixelation? If there's an analogue TV service present, is that being shown with full clarity and without snow or any interference?

After several complaints, they admitted they had troubles managing a traffic overload the last few days, at least that was one of the answers I got from UPC, the other was: we will send you a new modem and give you 25 francs off the next bill.
It must have been a problem on their side, everything went back to normal yesterday. (EDIT: with the old modem)
