Is there a fear period at 18 months?

I didn't have my dog for the first one (rescue), he went through a difficult patch at around 9 months, and it's been a lot of hard work to get him where he is - or should I say was. During the last month or so he's become increasingly fearful again, and I was wondering if this is known to happen at around 18 months old? I posted in another jokey thread that he's scared of me with wet hair, he's scared of me when I'm on the phone, or wearing a different coat. He's well socialised but he's just started becoming more fearful of dogs he meets on walks. He's become really difficult when I walk him down the road where I live, keeps stopping and refusing to move, because he doesn't like passing certain houses where dogs are sometimes loose, or fields where cows are too close - though he's been doing this walk without a problem for the last year. Seems like all our progress is being undone, I hope this is another phase and not going to be his adult personality.

There is another one at about 14-18 months I think so it could well be just a phase.

I hope it's this.... and that it's the last one, I thought there were just two.
