threat to cut off power to estate sewage pump

    I am living in a housing development of 5 houses .The estate has not been taken over by the council as it is not finished properly .They have threatened the developer with legal action. Today all residents get a copy of a letter from electric ireland. It is addressed to the developer saying around €800 euro over due for running the sewage pump.He has not paid it for over a year and it is a notice that power will be cut off unless paid .
    His name is on the account . If the power is cut we are facing raw sewage backing up into our house .None of us can afford this and it lets him off the hook if we do .
    Who can we appeal this to ? Should it not be his home that is cut off ? We will suffer while he ignores his responsibility and has no consequences.
