    So, can someone explain to me what this article means to your average joe soap?

    The average Joe Soap would be too far down the food chain for this to make a major impact. For a long time the international capacity has not been an issue. The issue is the last mile between you and the exchange in the case of telecoms and you and the head-end in the case of cable

    The other issue is lack of dark fibre outside Dublin which is a major barrier to market entry and to pushing speeds up.

    If local councils were to remove the costs from digging up roads to lay cable- would FTTH be far more affordable/preferable for the telecoms?

    They are not the problem, one is merely responsible for restoring the road to a proper condition. Local authorities should install more duct which is available for dark fibre or for indeed any operators ( bit late now as their capital budgets are shot)
