How do I find out what's being built on public land?

    Eh, yeah, as per the thread title.

    There's something being built in a public park near me (SDCC area), here. It's a two-storey building, relatively small.

    I'm fairly sure it's a new school, but I can't find any mention of it on the planning maps for SDCC or any listing for public projects. Aside from having to physically go down to the county planning office and ask, any ideas how I'd find out?
