I do not want to unlock a phone if it's illegal as I know most phones are heavily subsidized by the network providers.

AFAIK its legal otherwise all the shops that do it would be closed.

Have a look online though for programs for PC or apps on the phone that allow you to get the sim lock removed for free

I got an S2 unlocked from vodafone to O2 using a free app, phone had to be rooted though
