They were expecting thousands to apply but only got around 80.
If that is not a clear message then the Govt and HSE Admin are pure dense.

Well fair play to them, however, not an easy decision to make. Even though you would know you are being ripped off, and signing away the possibility of them even taking more off you in future years; if have no cash coming in it must be tempting on some level.

It will be interesting to see how this ends.
