Awful broadband after interleaving

Anyone experience this that after a isp trys interleaving to see does it make a difference to a ping (which it didnt) and once im back to the 3mb package, broadband in crap now? They put me to 2mb broadband for interleaving and now im back to my original 3mb I use to always get around the 2.70mb but now I barely get one…
