Yes, you have to buy it on PSN. The online PlayStation Store:

Maybe its changed, but isn't this just the PSP version, meaning there is no touch screen functionality, making it sub-par. I played on PSP and wasn't overly impressed.

No Idea, it's cross platform so it may very well be the case.
I played it originally on a laptop without issue. I can't see how an analogue stick would make it more difficult to play than an imprecise touch screen.
