According to them you can progress from one to the other.

Level 7 is an ordinary degree awarded usually after 3 years
Level 8 is an honours degree and usually takes 4 years.
Level 9 means a course taught at masters level. This can be a graduate certificate or graduate diploma depending on the number of modules you take. A masters is awarded when you have done the modules for the graduate diploma as well as a research project.

Level 10 is a doctoral qualification such as a PHD or DBA, DEd etc.

In the uk and Ireland masters are usually one year long full time but in the rest of Europe they are often two years long.

Regarding the cloud computing have a look at www.IPA.ie. They are doing a masters in cloud computing but you can just take three modules if you want to up skill. The course is subsidised by the gov as well so fees are quite low. Lectures are in the evening and seem quite hands in. The degree is awarded by UCD and you can choose from a wide selection of modules from there and DCU as well.

The cloud computing is worth doing.
It has core modules and then infrastructure or software tracks.
The head of dept knows his stuff.
