Is CPU the problem?

This is a screenshot of SIW on an old laptop with a celeron chip. Laptop is very slow. There is only the program open. Is the CPU the cause of it being slow. The page file had been a lot higher I reduced to see if ot would make any diffference. It didn't.

Can you use Task Manager or else something like Process Explorer to see what processes are using which % of the CPU and post the results?
