This may save me a pricey phone call - are us Northern Irish folk eligible for student grants?

By that I mean does residing in Northern Ireland for the last x amount of years mean I'll pass the residency criteria?

I consider myself Irish rather than British but I'm guessing if my address has been north of the border I'm automatically ruled out? (I realise I'm still eligible for free fees minus the contribution charge)
