Damp..1st floor apartment

Hi My bedroom is 1st floor on street,noticed damp along the skirting board and rising up I noticed on the wall outside in the heavy rain the pipe is leaking and overflowing How can i clean it? And is it the pipe?im thinking its following the line of the concrete
