Need help understanding card charges

    The following charges will apply when using the Visa Debit Card.

    When paying for goods or services outside the eurozone – 1.75% of the euro value of the transaction (min €0.46 max €11.43).
    ATM transactions outside the EU will be charged 3.5% of the euro value (min €3.17 – max €11.43).
    All non Euro withdrawals will be charged 3.5% of the euro value (min €3.17 – max €11.43).

    I'm crap at maths and I don't get what this actually means. Does that mean if I withdraw €100 then I get charged €3.50 for doing so?

    And if that's all the information on the bank's website, does that mean there's no charge for using the ATM within the eurozone?
