It says on the anpost website that you can do direct debit and that there is a number of options to choose from:

    pay 160 upfront
    two installments of 80
    4 installments of 40
    and 12 installments of 13.33

...but when I try to pay it there are no options to choose other than the full 160. I want to do the 12 installments. Anyone else have this problem? Any way around it?

It looks to me as if you cannot set up a monthly direct debit online. From the site:
How do I set up a Direct Debit ?

You must have a Republic of Ireland Bank current account.
You must then fill in a Direct Debit mandate form and send in the completed form to your local TV Licence records office. Please ensure that you read the Terms & Conditions carefully.
An acknowledgement letter will be posted out to you on the 20th of the month in which the Direct Debit Agreement is set up.
Download a Direct Debit mandate forms or request one from your local TV Licence records office

Your TV Licence reference number should be on any letter you have received from An Post Licence Services. If you do not have your TV Reference number, please leave this part of the form blank.

Please ensure that you have read the Direct Debit Agreement Terms and Conditions

    Note:

Your bank requires a minimum of two weeks notice to activate a direct Debit Agreement on your account. Therefore your TV Licence records office must receive the completed Direct Debit mandate form before the 15th of the month in order to commence payments in the following month. If your Direct Debit mandate form is received after the 15th of the month, the Direct Debit Agreement will not be set up until the following month.

An Post Licence Services will send you a letter acknowledging your Direct Debit Agreement and showing your payment schedule on the 20th of the month in which the Direct Debit Agreement was set up.

All arrears due to date will be debited from your bank account in your first instalment.

There are no additional charges for paying for your TV Licence by Direct Debit.

You have to get a DD mandate form, fill it out and send it to your local TV licence record office. Don't take it to your local post office as they don't deal with it.

This is correct , and when you get going on DD , be careful to have funds each month , because if more than one direct debit is refused , An Post take a very dim view , and will not offer you this facility again.

when you down load the dd form the option is on that. Also if your liecence is say 6 months out of date, your 1st dd will be for 80 euro no matter what option you choose.
