fluorescent light fault,,(brand new)

put up a single fluorescent 58w for the inlaws today,and all looked fine when i left..they rang me a while ago to say the light was getting dim/dark,now they say the light is nearly fully dark... would this be a faulty balast,or any other idea's,,proberly just gonna bring it back to eastern tomorro,but just curious.. cheers
