Out of interest, why was the eastlink southbound closed this morning? Caused the Port Tunnel to be metered with lights and clogged up a good chunk of the city.

If the entire bridge was closed I could understand it, so why only southbound?

    There was a loose canopy.

The bridge wasn't the problem. It was the actual toll booths. Wind damaged southbound side only

Sorry, but what does the part in bold actually mean?

    Aha. Intrigue solved....

Basically metering of the Port Tunnel is when they set the traffic lights at the northern entrance to red, holding traffic on the M50/M1 so it can't get into the tunnel. Because traffic is backing up at the tollbooths and beyond at the southbound exit due to the East Link closure, they dont want traffic entering the tunnel until they know it can exit the tunnel. What they dont want is traffic stopping in a queue inside the tunnel.
