I have a client who wants to setup an ftp site where he can share files with his showrooms around the country. He is running windows server 2003 and won't spend any money on upgrading.

How secure is the built in Windows FTP system on Server 2003? Are the 3rd party FTP servers which would be more secure?

FTP is inherently insecure. It passes the username and password in plain text over the network (in this case the internet).

Filezilla server is free and secure (SFTP). It's available on sourceforge.
