Top-up voucher that works for all networks?

Is there a top-up voucher that works for all networks? Probably not I guess. I want to use top-up vouchers in an incentive scheme, but obviously there are several networks. I could send a cheque but that involves postage, or buy One-4-All vouchers but that's even more of a hassle. Any ideas?

Nope, each topup voucher is unique to the operator.
