what is with sites telling about cookies

i have using the web for years like most people here.but what is with so many websites informing me about cookies in the last 3 months or so. they have been there for years but now every sites have big banners saying we use cookies. was some law passed or something

Eircom Phonebook site doesn't show any cookie notice. I was surprised seeing as ESB,UPC, Vodafone etc are.

It's pretty honest. How many people actually give a crap about it. I imagine most just look for the first button they see that looks like the "go away and stop annoying me" button.
