Maybe theres an on,off switch on it ,that sets write protect ,on,off, like a slider switch .

Try hp usb format tool. (Google for it) that usually sorts out any usb I have trouble with.

Two freebies: Rufus to format a USB drive, Check Flash to test it.

    Type diskpart
    Then list disk
    Type select disk (no.)
    Type clean
    Type create partition primary
    Type format fs=fat32 quick
    Type active
    Then exit

    see http://gparted.sourceforge.net/features.php
or you could try formatting it with a lived, unix.
    eg load unix,format,drive, e, f,usb drive.
Create partition tables, (e.g., msdos or gpt)
Create, move, copy, resize, check, label, set new UUID, and delete partitions
Enable and disable partition flags, (e.g., boot or hidden)

Hard disk drives (e.g., SATA, IDE, and SCSI)
Flash memory devices, such as USB memory sticks and Solid State Drives (SSD's)
RAID Devices (hardware RAID, motherboard BIOS RAID, and Linux software RAID)
All sector sizes (e.g., devices with 512, 1024, 2048, 4096 byte sectors and more)
gparted itself is a livecd, runs from cdrom drive,or dvd disk.
Maybe create a new partition, and just format it in ntfs ,from gparted.
See can you go into disk, settings, propertys, Set write protect off, from gparted.
