    A lower authority (a council) can't override a higher authority (the Oireachtas) and make legal that which is illegal.

    That said, bye-laws and other instruments (regulations, orders, etc.) can tweak the boundaries, e.g. raise a speed limit that would otherwise have a lower speed limit, but they will normally need this power to be granted to them by statute.
