I was wondering, when you create an image can you set information like who created it and a description, like the information you get when you right click and image on Windows and select the 'Summary' tab?

You're looking to edit the exif data. The iptcembed function looks to do what you want for JPEGs but I've not used it myself.

This data is called EXIF data. Someone has written a PHP library that lets you manipulate this data:

I would recommend you to use this one : http://www.php.net/manual/en/book.exif.php fore reading it is pretty fast.

And as Draco suggested : http://php.net/manual/en/function.iptcembed.php for writing it.

Usually it is faster to use the internal PHP stuff than external libs. But then again .. it depends on what you specifically need.
