How long to keep frozen food for

Just came across some fish cakes in my freezer that have been there since last Oct / Nov... The use by date on the pack was mid November but they were put in the freezer when I bought them. On the pack it says use within 1 month of freezing..... Is this a guideline? Will they be OK to eat today or should I throw them out??
