Whats the point of announcing the budget?

Just wondering. Every year there are ~10 headline items given on it and some stuff in the document itself. Yet a few weeks, months later, NEW sh1t gets cut. Is the budget just a propaganda machine to make people think "ah well at least they didnt increase/cut XYZ" only for them to be sadly mistaken in the short term…
