Cant find artist.... please help

im trying to find the name of an american artist. one of his images was used as a tottoo on LA ink. Excuse my ignorance in this regard! The image was of a man waist deep in water with a rainstorm over his head and arms spread out wide.... the style was sketch like and without colour... can anyone help please??

I don't know the tattoo/image you refer to, but it sounds like something Salvador Dali would do??
