What does valve in hotpress do?

Hi all, I have a valve and pipe in the hotpress and I need to know what it does! It is on the central heating circuit. 22mm, comes up out of the floor, has a valve on it, then goes back down through the floorboards. Is this a valve to shut off the upstairs rads?
