Do people generally apply to the IRC to study at the same college they are doing/did their masters degree in? Or do people usually put down another college?

Everyone I know applying for the IRC is staying put in Galway, though that may be atypical. I don't think it matters, so long as you can justify academically why the institution you intend to study at is the best for your particular area of study in terms of facilities, academic expertise, etc.

You can apply to any university you want. The main issue is finding the right supervisor and the right facilities to carry out your research - that´s an important part of the evaluation of the proposal. Staying put isn´t a good or bad thing in itself.
