in the district court If a judge has ordered a psychiatric report be done is the report shared with the gardai or is it for the judges eyes only?

It is primarily for the Judge but he can share it with the Defence and the Prosecution.
The Prosecution can be either the Court Garda Inspector or the Prosecution Solicitor

It would be normal for all reports to be given by the COurt to the Prosecution and the Defence so that either or both can comment to the Judge about same.
