    A lot of the time electricity companies make an estimation of your usage. Submit a meter reading to them and see if there is any adjustment.

    Probably reverse happened. Last bill was an estimate.

    I'd say the last few bills were under-estimated and an actual reading was done.

    Turn off those electric heaters and turn on the oil fired heating instead.

    The highlighted parts are the main culprits for high bills.

    I agree with Yawns. You may find that you will get enough hot water from using the oil for heating the house anyway (depending on your boiler).
    If the house is too cold without the electric heaters, invest in a better boiler. At the scale you're spending at on fuel it will pay for itself in no time.
