    "Formally declared passed away".

Thats ok then. Better than being formally declared dead.

Not biased at all coming from the guy selling life jackets.

    He's 100% right.

Although if it was the only option available, it'd be better than nothing. But they should have them on board, especially if their area covers watery spots in their remit.

Penpuhsers in an office somewhere gone mad.

Reminds me of two policemen in England a few years ago who stood at the side of a pond/lake (cant remember exact detail) watching a man drown because H&S forbade them entering the water.

In a damning safety review, Mr Justice Butler raised the possibility of a criminal investigation into Mr Sweeney's death on the basis of possible reckless endangerment.

Michael Gleeson, for the plaintiff, commented on the fact that there had been no recall of the jacket involved.

The two defendants in the case, CH Marine and Baltic Safety AB of Sweden, pointed out through their counsel that no sales of life-jackets using that defective valve have been made since June 2003.

I have this image of the caller and a load of paramedics taking it in turns to give CPR to the body in the water, and a doctor appearing on the scene and going "You lot do realise he's been dead for about a week now?"

I don't konw why I find that funny.
