    Question 3 is
WHO SHOULD BE ELIGIBLE FOR SUPPORTS?
Please rank in order of importance, which of the following criteria do you
consider should be used to determine eligibility for any new solution to
    support an individual’s transport needs.
Please rank in order of importance (1-8), where 1 is most important and 8 is
    least important.
Due to nature of a person’s disability an individual:
Rank ( ) Cannot walk at all/uses wheelchair
Rank ( ) Cannot walk for any distance (e.g. 30-50 metres) for
    health/disability reasons
    Rank ( ) Cannot see
Rank ( ) Cannot get from their home to a local transport point
    Rank ( ) Cannot drive
Rank ( ) Cannot use a car as a passenger
Rank ( ) Cannot use public transport, only special disability or
    adapted transport
    Rank ( ) Other – Please describe:

To me this q is trying to determine the various scenarios out there. It's not asking a fecetious who is most/least disabled

I could be wrong though....... therefore a monster
