We boast Kilkenny as one of the top spots in any tourists itinery, we have many festival to tempt them and locals to support, however we do not have one for street buskers, the sound of music, small bands wandering round, troupes doing whatever they do.
Close the High Street for three days or so and see what happens, someone might sponser an award for the best in various classes.
Apart from advertising would it be unique for Kilkenny, just a thought it would certainly brighten up the city.

I might be wrong but it sounds to me like you're describing the Rhythm And Roots Festival. Certainly everything you mentioned there (bar closing down High Street) is what you get at the Rhythm And Roots. 20 ticketed gigs, 60 free acts in the streets and pubs including a wide range of local musicians.

You don't need to close down the High Street for this to be the best festival we have.
