How do bill pay credit checks work

I've read it's based on age, location and occupation. Tesco mobile turned me down. I thought it might have been because I'm only employed part time but then my father applied for the bill in his name and I got it. He's been unemployed for years. I'm glad I got my phone but it makes no sense!
