Oil Tank Leaking

It appears that the outlet valve on our oil tank is leaking slightly. I can tighten the connection, and it will stop for a day or two, but then start leaking slowly again.

To be honest, the entire valve looks like it should be replaced, as it is rusted and looking pretty bad.

My question is, who do I call? A Plumber? An Oil Provider? Boiler repair man? Ghostbusters? It may be a stupid question, and I suspect it is a job for a plumber.

Plumber put in my tank when building, so I'd say you're right
