As €620 a week will only get you a 2 bed apartment far away from Dublin city centre, I'm guessing it's not Dublin. May be good to say what county/town you are in, as it may be good or bad depending on location.

Also, for it to include "everything", I'm thinking that it's someones garage, which is why there isn't a separate bill for the usuals.

On the face of it its a good deal for Dublin town center, not so much if we are talking about Athlone town center or somewhere like that!

You need to find out exactly what "everything" includes, and what the conditions of it are. Ie do you have control over things like the heating? It might seem like a good deal in theory, but if you are only getting two hours of heat a day during winter and have no control over it then you wont enjoy those sort of living conditions very much.
