went to get a new bill phone today it said phone is free on a 18 month contract went to get it they told me they wanted a 500 euro upfront for the bill does anyone know if a shop can ask this or what?

they can ask for whatever they like. Did you ask them what it was for?
It might be that they want a deposit.
Normally if your credit is not so great or its your first bill phone they will ask for a deposit. ive never heard of it being €500 before, around €150 usually.
