I am not sure if he is the same guy, but here it is for your consideration.
    Tom.
JONES, THOMAS. Rank: Private. Regiment or Service: Royal Fusilier (City of London Regiment. ) Unit; 12th Battalion. Date of Death: 11/01/17. Age at Death, 19. Service No: 61991. Formerly he was with the 6th Cavalry Reserve Regiment where his number was 24038. Born in Dublin. Enlisted in Dublin while living in Waterford. Died of wounds. Supplementary information; Son of James Jones, of 29, City Quay, Dublin, and the late Alicia Jones.
    Waterford News. April, 1915.
Messrs, Thomas B Jones and Gilbert T Athel, both members of the electrical staff of the Clyde Shipping Company, have joined the Second Sportsmen’s Battalion of the Royal Fusiliers, and left last night by the Rosslare express en-route to report themselves at headquarters. The Clyde Shipping Company has generously agreed to keep open the positions of Messrs, Jones and Athel, and these they resume when their military services are no longer required. The company has also arranged to pay the difference between their army pay and allowances and their present salaries, so that they will not suffer financially by joining the forces of the Crown.
Grave or Memorial Reference: He has no known grave but is listed on the Green Dump Memorial in Ancre British Cemetery, Beaumont-Hamel in France.

"Messrs, Thomas B Jones and Gilbert T Athel, both members of the electrical staff of the Clyde Shipping Company, have joined the Second Sportsmen’s Battalion of the Royal Fusiliers,"

    This is the correct person.

    48325 A/C.S.M.Jones, T.B. 18. 7.17 Military Medal

Won the military medal, I don't know for what but he did survive the war.

as I understand it, parchment certificates for gallantry were given to soldiers before the Military Medal was confirmed/awarded. Part of the administration as recommendations went up the chain of command to Division, then up to Corps etc..

The term parchment certificate gets used in conjunction with a number of army forms e.g. parchment certificate of discharge.

The London and Edinburgh Gazette entries for your chap appear online at :

    http://www.edinburgh-gazette.co.uk/issues/13116/pages/1453/page.pdf

No details of why he was awarded the MM unfortunately.

    Thanks for the explanation.

I had searched and found nothing to explain what it was.

This is an example of a parchment certificate used by the 16th Irish division in WW1.
